During the purchase of a building for TsNAP in Transcarpathia, the cost was inflated by more than UAH 600,000

In Transcarpathia, prosecutors have notified the head of one of the village councils in the Uzhhorod district and the director of a private company of suspicion in a case regarding abuses during the purchase of a building for the placement of the Administrative Services Center.

According to the investigation, the official acted in collusion with the head of the commercial structure, which sold a dilapidated administrative building to the community, which additionally required significant capital investments. The scheme was implemented through the conclusion of a formal lease agreement, and later the initiation of the purchase of the object at an intentionally inflated price based on a forged property valuation report.

The administrative building with an area of 195.4 sq. m was purchased by the village council for almost 1.9 million UAH, despite the fact that its market value was estimated at approximately 1.2 million UAH. According to the investigation, the suspects embezzled the difference of over 600 thousand UAH. The necessity of such a purchase was justified by the village head during the council session, using unreliable calculations and circumventing the prescribed procedural decisions.

The actions of the village head have been qualified under part 1 of article 28, part 4 of article 191 of the Criminal Code of Ukraine - appropriation of someone else's property by abuse of office, committed on a large scale and under martial law conditions. In addition to complicity in the appropriation of property, the director of the company is also charged with the preparation and issuance of knowingly false official documents (part 1 of article 366 of the Criminal Code of Ukraine).

At the request of the prosecution, the official has been chosen a preventive measure in the form of detention with an alternative bail of over 600 thousand UAH. In addition, during the investigation, he has been suspended from his position.  

The "night" house arrest chosen by the court for the director of the private company will be challenged by the prosecution, which will demand her detention. 

The pre-trial investigation is being conducted by investigators of the Uzhhorod District Police Department, under the procedural guidance of the Uzhhorod District Prosecutor's Office.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until proven guilty in a lawful manner and established by a court verdict.
