Beating of a man near the Holosiivsky RTCC in Kyiv - two police officers were notified of suspicion of exceeding their official powers

Under the procedural guidance of the prosecutors of the Kyiv City Prosecutor's Office, two police officers have been notified of suspicion for delivering a conscripted man to the building of the RTC and SP in a minibus and inflicting numerous blows on him with their hands and feet.
The actions of the law enforcement officers have been qualified under part 2 of Article 365 of the Criminal Code of Ukraine, specifically as abuse of power or official authority, that is, the intentional commission by law enforcement officers of actions that clearly exceed the rights or powers granted to them, accompanied by violence and insulting the personal dignity of the victim, in the absence of signs of torture.
It has been established that on October 17, 2025, police officers inflicted no less than 10-15 blows with their hands and feet to the head and body of a man who was lying on the threshold of the minibus and was not resisting at all, as a result of which the victim sustained bodily injuries, the degree of which will be determined by an expert examination.
The sanction of the article provides for punishment in the form of imprisonment for a term of three to eight years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.
The pre-trial investigation is being conducted under the procedural guidance of the Kyiv City Prosecutor's Office by investigators of the Territorial Administration of the State Bureau of Investigation located in the city of Kyiv.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
