He threatened murder and ordered the civilian to be imprisoned in Kherson region - they would judge the "senator" of the Russian Federation

Prosecutors of the Kherson Regional Prosecutor's Office have sent an indictment to the court regarding a former member of the State Duma of the Russian Federation, now a "senator of the Russian Federation - representative of the legislative authority of the Kherson region," for violating the laws and customs of war, combined with cruel treatment of civilians (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine).
The investigation established that in September 2022, the accused arrived in the temporarily occupied village of Velyka Lepetykha in the Kakhovka district on a propaganda mission — distributing "humanitarian aid" and symbols of the aggressor country.
During this period, Russian soldiers detained a local resident for allegedly stealing school property. The accused personally participated in the interrogation: he asked the detainee about his attitude towards the occupying authorities, and in response, which did not satisfy him, he began to apply psychological pressure — threatening to shoot the man with a firearm.
Subsequently, he observed the torture: the victim was beaten, threatened with mutilation and murder. Ultimately, the accused, taking advantage of his "status," ordered the imprisonment of the person in one of the premises of the seized Velyka Lepetykha police station.
The peaceful resident was illegally held for three days in inhumane conditions, without food, with restrictions on satisfying basic physiological needs.
The special pre-trial investigation was conducted by the Main Directorate of the National Police in the Kherson region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
