More than 190,000 war crimes: the Office of the Prosecutor General presented to the UN Commission the scale of crimes committed by the Russian Federation against Ukraine

On November 4, 2025, Deputy Attorney General Andriy Leshchenko held a meeting with representatives of the Independent International Commission of the UN for the Investigation of Events in Ukraine, led by Eric Møse.
During the meeting, the parties discussed issues related to the documentation and investigation of war crimes and crimes against humanity committed by the aggressor state, as well as further coordination of actions and information exchange between Ukrainian and international institutions.
The Ukrainian side informed the Commission representatives about the key results of the prosecutors' work. In particular, since the beginning of the full-scale invasion, over 190,000 war crimes committed by representatives of the aggressor state have been registered. Suspicions have been reported against 1,029 Russian military personnel, 747 indictments have been sent to court, and 206 individuals have already been convicted.
Andriy Leshchenko emphasized that the scale and systematic nature of the crimes of the Russian Federation allow them to be classified as part of a deliberate genocidal policy against the Ukrainian people. “What we see is a planned state policy aimed at the destruction of the Ukrainian nation. That is why our investigations focus not only on the perpetrators but primarily on the political and military leadership of the aggressor state,” the Deputy Attorney General stressed.
The head of the Department for Countering Crimes Committed in Armed Conflict, Yuriy Rudy, informed about the current dynamics of investigations and the increase in the number of attacks on the civilian population. “In just nine months of this year, over 5,100 attacks using drones against civilians have been recorded, which is twice as many as in the entire year of 2024. Such actions have the characteristics of crimes against humanity,” he noted.
The participants of the meeting also discussed the recent report of the Independent International Commission of the UN for the Investigation of Events in Ukraine, which mentions numerous instances of the use of force against the civilian population in occupied and frontline territories, including systematic drone attacks on civilian targets in Ukraine, as well as the deportation of the population from temporarily occupied territories.
The parties emphasized the importance of further interaction and data exchange to ensure complete and objective documentation of war crimes.
