According to the investigation, an official from the Social Protection Department of the Stryi District State Administration was searching for families that fell under the "Municipal Nanny" program and facilitated the processing of documents for fictitious childcare services. There were 41 such families. Allegedly, the services were to be provided by an individual entrepreneur – the official's husband, with whom corresponding contracts were concluded.

In reality, as established by the investigation, he did not provide any services, as the number of employees working for him could not physically fulfill these duties.

Despite this, the entrepreneur prepared acts of completed work and handed them to his wife, who subsequently submitted the documents to the relevant structural units of the Stryi District State Administration for the purpose of making payments for the provided services.

Thus, over 2 million UAH was illegally paid from the state budget.

Prosecutors from the Stryi District Prosecutor's Office in the Lviv region have informed the couple of their suspicion regarding the fact of fraud. Additionally, the official is charged with abuse of office, and the entrepreneur is charged with aiding and abetting the commission of the specified crime (part 2 of article 364, part 5 of article 27 – part 2 of article 364 of the Criminal Code of Ukraine).

The issue of choosing preventive measures and suspending the official from office is being resolved.

Pre-trial investigation under part 5 of article 190 of the Criminal Code of Ukraine, part 2 of article 364 of the Criminal Code of Ukraine, and part 5 of article 27, part 2 of article 364 of the Criminal Code of Ukraine is being conducted by investigators of the Stryi Police Department of the Main Directorate of the National Police in the Lviv region with operational support from the Stryi Department of the Security Service of Ukraine in the Lviv region.

For reference: “Municipal Nanny” is a childcare service provided until the child reaches the age of 3 (or 6 in certain cases), aimed at supporting parents and guardians of the child. Initially, the nanny's work is paid for by the parents. The state compensates them a portion of the money based on the act of completed work, which specifies the hours of care and the amount of money spent.

Note: According to article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
