The prosecutor's office, together with law enforcement agencies, has uncovered a number of schemes related to evasion of mobilization and illegal transportation of conscripted men across the state border of Ukraine. 

In the revealed episodes, the total amount of illegal benefits that conscripts were to pay exceeds 5.8 million hryvnias. Eleven individuals have been notified of suspicion.

In particular, at the beginning of 2026, the following cases were recorded:

Ivano-Frankivsk region

In Prykarpattia, a 75-year-old pensioner was uncovered who organized the illegal transportation of conscripts abroad for the second time, without waiting for a verdict in a previous case. He was notified of suspicion for a similar crime back in October 2024. In December 2025, together with accomplices, he found two men and promised instruction, transportation, and escort through mountainous terrain from the Chernivtsi region to Moldova outside of checkpoints for 12,500 euros per person. The man was detained while attempting to transport two men. He is currently in custody with the possibility of bail.

Prosecutors of the Ivano-Frankivsk regional prosecutor's office also reported new suspicions against five residents of Prykarpattia, who are accused of organizing the illegal transportation of conscripts across the state border as part of an organized group. According to the investigation, the organizer, along with four accomplices, including two inspectors from the "Verkhovynskyi" national park, transported men through mountainous terrain for 8,000 euros per person. Additionally, three more individuals have been notified of suspicion for their involvement in a separate episode of transportation. A total of four facts have been documented, and all suspects have been chosen a preventive measure — detention with the possibility of bail.

Sumy region

A resident of Sumy has been notified of suspicion for organizing a scheme to evade mobilization. He promised to assist in the preparation of fake documents for exemption from military service, removal from military registration, and illegal transportation across the border. The cost of services was 11,000 US dollars per person. During an attempt to transport five conscripts, the organizer was detained. The total amount of seized illegal benefits is 55,000 US dollars.

Chernivtsi region

In Bukovyna, a citizen of a foreign state was uncovered who attempted to illegally transport seven men across the border, hiding them in a truck with beer. According to the investigation, the cost of illegal exit ranged from 6,000 to 13,000 euros per person. During the detention at the "Mamaliga" checkpoint, 34,000 euros were seized from the suspect.

The suspects have been detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine. Depending on their role and actions, they are charged with illegal transportation of individuals across the state border of Ukraine, committed as part of organized groups (Part 3 of Article 332 of the Criminal Code of Ukraine).

Pre-trial investigations are being conducted by investigators of the National Police with operational support from the Security Service of Ukraine, the Strategic Investigations Department, and the State Border Guard Service under the procedural guidance of the prosecutor's office.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
