More than 60 thousand tons of sand stolen at Ukrzaliznytsia - in Volyn reported suspicion to the quarry chief and his accomplices

According to the investigation, the head of the Radoshyn sand quarry, owned by JSC "Ukrzaliznytsia," with the involvement of subordinates, including his deputy and accountant, established a scheme for selling sand mixtures for cash at undervalued prices without reflecting such transactions in the company's accounting records.
In addition, the group members misappropriated fuel by inflating the financial reporting indicators regarding its use by special equipment during the quarry's economic activities.
Thus, from January to December 2024, the suspects misappropriated 61.5 thousand tons of sand worth over 5 million hryvnias.
Through unjustified write-offs of fuel JSC "Ukrzaliznytsia" incurred losses amounting to 770 thousand hryvnias.
Under the procedural guidance of the Volyn Regional Prosecutor's Office, the head of the Radoshyn sand quarry and five of his accomplices were notified of suspicion of committing misappropriation and embezzlement by an organized group through abuse of office, as well as forgery of official documents (Part 5 of Article 191, Part 3 of Article 28, Part 3 of Article 358 of the Criminal Code of Ukraine).
Issues regarding the selection of preventive measures for the suspects and the imposition of arrest on their property are being resolved.
The pre-trial investigation is being conducted by the Territorial Administration of the Bureau of Economic Security in the Volyn region with operational support from the Main Investigation Department of the National Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
