According to the investigation, in October 2024, a contract was concluded between one of the children's hospitals in Kharkiv and a limited liability company for the reconstruction of the heating supply system with the installation of a modular transportable boiler house on the premises of this medical facility. The total cost of the work amounted to almost 15 million hryvnias.

The project was financed through a subsidy from the state budget and funds from UNICEF.

However, instead of the high-efficiency boilers specified in the project documentation and tender conditions, the director of the LLC ordered significantly cheaper equipment from an external manufacturer that did not meet the necessary technical specifications.

To conceal the substitution, he included only general information about the boiler house in the acceptance act of the completed works, failing to specify the specific models, markings, and technical parameters of the installed equipment.

Based on this document, the contractor received the full amount of funds provided for in the contract from the customer.

After the commissioning, it became clear that the boiler house installed on the premises of the children's hospital was unsuitable for full-fledged use.

As a result, the territorial community of the city of Kharkiv suffered damages amounting to over 7 million hryvnias — this is the cost of the equipment that does not meet the requirements of the project documentation.

Under the procedural guidance of the Saltiv District Prosecutor's Office of Kharkiv, the director of the enterprise has been notified of suspicion for the fact of misappropriation of someone else's property by abusing a public official's position, under martial law, committed on a particularly large scale (part 5 of Article 191 of the Criminal Code of Ukraine).

The pre-trial investigation and operational support are being carried out by the investigators of the SV KhRUP No. 2 of the Main Directorate of the National Police in the Kharkiv region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
