Prosecutors of the Khmelnytskyi District Prosecutor's Office have submitted indictments to the court regarding officials of the communal enterprise of the Starokostiantyniv City Council.

The actions of the head have been qualified as embezzlement of property committed on a large scale through abuse of office (Part 4 of Article 191 of the Criminal Code of Ukraine). He faces up to 8 years of imprisonment with a ban on holding positions for up to 3 years.

His current deputy, who headed the enterprise at the time of the criminal offense, is charged with embezzlement of property committed through abuse of office (Part 2 of Article 191 of the Criminal Code of Ukraine). He faces up to 5 years of restriction of liberty or imprisonment for the same term with a similar ban.

The investigation established that in 2019-2021, both officials signed acts of acceptance and transfer of works for the development of project-estimate documentation.

Although the project was not actually developed, at their direction, over 1 million hryvnias of budget funds were illegally transferred to the account of the contracting organization, causing damage to the local budget.

The pre-trial investigation was conducted by investigators of the Khmelnytskyi District Police Department under the procedural guidance of the prosecutor's office.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
