Under the procedural guidance of the Vinnytsia Specialized Prosecutor's Office in the field of defense of the Southern region, on January 20, 2026, a suspicion was announced against an official of the Tulchyn District Territorial Center for Recruitment and Social Support, who promised to assist the mother of a deceased serviceman in obtaining a one-time monetary aid for an unlawful benefit.

According to the investigation, in April 2023, the suspect offered the woman her "assistance" in processing the legally provided payment as the mother of a deceased serviceman. For this, she promised to influence the decisions of officials from the regional and district TCC and SP.

To implement the agreements, the suspect received a power of attorney from the woman to act on her behalf, quickly gathered the necessary package of documents, and provided instructions on their submission to the relevant official of the territorial center.

In December 2023, upon learning about the appointment of the payment, the official informed the woman and demanded that she transfer an unlawful benefit of 5 thousand US dollars as payment for influencing the officials of the TCC and SP. She demanded that the funds be transferred to her bank account.

The woman agreed to these terms and transferred 190 thousand hryvnias. According to the investigation, the suspect disposed of the received funds at her discretion, withdrawing cash in parts through various ATMs.

The actions of the official have been qualified under Part 2 of Article 369-2 and Part 1 of Article 209 of the Criminal Code of Ukraine – receiving unlawful benefits for influencing the decision-making of a person authorized to perform state functions, as well as the legalization (laundering) of property obtained by criminal means.

The official has been notified of the suspicion. Currently, a motion is being prepared for the court to choose a preventive measure for her.

The pre-trial investigation is being conducted by investigators of the investigative department of the Main Directorate of the National Police in the Vinnytsia region, with operational support from the Strategic Investigations Department in the Vinnytsia region of the National Police of Ukraine. 

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
