After the start of the full-scale invasion of the Russian Federation into Ukraine, an agreement was made between the society and the Kirovohrad Regional State Administration for the supply of 26 thousand cans of beef canned goods. This product was intended to be used in the formation of humanitarian packages for regions where hostilities are ongoing.

In fulfillment of the contract conditions, the head of the LLC supplied goods whose technical specifications did not meet the requirements of the State Standard, causing the state losses amounting to 13.8 million hryvnias.

In May 2023, within the framework of the pre-trial investigation, the woman was notified of suspicion of embezzling budget funds by abusing her official position on a particularly large scale (part 5 of Article 191 of the Criminal Code of Ukraine). Since then, she had been hiding from the investigative authorities — she was declared wanted internationally.

Thanks to the effective cooperation between the Kirovohrad Regional Prosecutor's Office and the Office of the Prosecutor General within the framework of international legal cooperation, in May 2025, the official was extradited from the Federal Republic of Germany. The actual return of the individual to the territory of Ukraine allowed the prosecutors of the regional prosecutor's office to submit an indictment against her to the court for the purpose of holding her accountable.

The pre-trial investigation in the criminal proceedings was conducted by the Investigative Department of the National Police in the Kirovohrad region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
