As a result of the joint efforts of the Kyiv City Prosecutor's Office and the Security Service of Ukraine, over 20 million UAH has been returned to the Kyiv budget, which was embezzled by officials of the Kyiv City State Administration in collaboration with entrepreneurs during the implementation of the city social program "Care. Towards Kyivans."
During the pre-trial investigation, which is being conducted by the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region under the procedural guidance of the Kyiv City Prosecutor's Office, two entrepreneurs suspected of embezzling budget funds admitted their guilt, compensated for 12.5 million UAH of damages, and donated six vehicles worth about 8 million UAH to the needs of the Armed Forces of Ukraine. The materials of the criminal proceedings against these individuals will soon be sent to court.
It is worth noting that the director of the Department of Social and Veteran Policy of the Kyiv City State Administration, two of his deputies, and several entrepreneurs are suspected of committing the crime. According to the investigation, they acted as part of an organized group, embezzling budget funds allocated for providing social services to Kyivans who are unable to care for themselves.
It has been established that the participants in the scheme withdrew part of the money from accounts under the pretext of renting offices, vehicles, and parking spaces that were not used for the needs of the program participants. They also included services in the documents that were not actually provided, such as the use of exercise bikes by patients who could not get out of bed. Thus, out of 150 million UAH allocated under the program, the group participants embezzled nearly 75 million UAH.
The pre-trial investigation regarding other participants in the embezzlement of budget funds, including former heads of the Kyiv City State Administration department, is ongoing.
