Informed of suspicion 12 participants in a criminal organization that made and sold drugs across the country

12 participants of a criminal organization that manufactured and sold drugs across the country have been reported as suspects.

Under the procedural guidance of prosecutors from the Office of the Attorney General and the effective work of the Kherson and Odesa regional prosecutors' offices, law enforcement uncovered and halted the activities of a criminal organization that operated in Ukraine and was engaged in the illegal production, manufacturing, storage, transfer, and sale of narcotic drugs and psychotropic substances in large quantities.

According to the investigation, the participants acted out of selfish motives for personal enrichment, creating an extensive structure with a clear division of roles: organizers, manufacturers, packagers, logisticians, and sales links. Sales were conducted through the Telegram messenger using closed channels, anonymous accounts, and a "stash" system.

In September 2025, law enforcement detained ten individuals under Article 208 of the Criminal Procedure Code of Ukraine. Two other participants, who are in places of deprivation of liberty for other criminal proceedings, have also been reported as suspects.

The actions of the suspects have been qualified under several articles of the Criminal Code of Ukraine, in particular: creation and participation in a criminal organization (Part 1, 2 of Article 255); illegal production, storage, and sale of narcotic drugs (Part 3 of Article 307); illegal production of precursors (Part 3 of Article 311); maintaining places for illegal production or consumption of drugs (Part 2 of Article 317). A total of 17 episodes of criminal activity have been documented.

During searches at the suspects' residences and in the premises where narcotic substances were produced, the following were discovered and seized: ready-made narcotic products in large quantities; hundreds of liters of chemical precursors (acetone, benzene, dichloromethane, and other solvents); laboratory equipment – reactors, flasks, measuring cups, scales, funnels; packaging materials, mobile phones, laptops, rough notes; devices for growing cannabis and seeds.

Additionally, during one of the searches, foreign-made explosive substances were found – 28 units of plastic explosive EDC-4, 1 kg of BLACKDOUGH, and 41 electric detonators. All seized items have been transferred to the explosives service for neutralization and examination.

Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
