In execution of the task from a representative of the Russian special services, a resident of the Lviv region arrived in Rivne and received a homemade explosive device at a pre-arranged location to carry out a terrorist act. After that, he delivered it to a previously rented apartment and prepared it for detonation, intending to activate it when the maximum number of residents were in the building. For committing this crime, the curators promised the man a monetary reward of 500 US dollars.

The perpetrator was unable to carry out his plan to the end – he was detained by law enforcement officers as he attempted to leave the rented accommodation and exit the city.

Under the procedural guidance of the Rivne Regional Prosecutor's Office, the man has been notified of suspicion of preparing to commit a terrorist act, as well as illegal handling of weapons, military supplies, or explosives (part 1 of article 14, part 5 of article 27, part 2 of article 258, part 1 of article 263 of Ukraine).

The pre-trial investigation and operational support are being carried out by the SBU Office in the Rivne region.

Note: according to part 1 of article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
