Suspicion was reported: the deputy "bought" a disabled girl for the sake of delay

A deputy from one of the city councils in Vinnytsia, together with an accomplice, developed a scheme that would allow him to avoid mobilization. 

At the end of 2024, the official learned about two sisters, one of whom is an 18-year-old girl with a second-degree disability, who, due to her illness, does not understand the significance of her actions. 

Taking advantage of their difficult financial situation, the man offered the older sister to "redeem" the younger sister for 3,000 hryvnias a month. The woman agreed, and part of the money received was later spent on repaying loans.

After the marriage was registered, the man used documents regarding his wife's health and the marriage certificate as grounds for obtaining a deferment from mobilization.

On November 6, 2025, the deputy and his accomplice were detained. 

Under the procedural guidance of the Vinnytsia Regional Prosecutor's Office, they were informed of suspicion for human trafficking (part 5 of article 27, part 2 of article 149 of the Criminal Code of Ukraine) and evasion of conscription during mobilization (article 336 of the Criminal Code of Ukraine).

Currently, the victim, the 18-year-old girl, is safe.

The pre-trial investigation is being conducted by the investigative department of the Main Directorate of the National Police in Vinnytsia region with operational support from the migration police and the Security Service of Ukraine in Vinnytsia region.

 For the committed acts, the suspects face a penalty of 5 to 12 years of imprisonment.

Note: according to article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
