Prosecutors of the Office of the Attorney General have notified the general director of the Russian state corporation "Rostec" and a well-known Russian entrepreneur – the president of the CSKA football club (Moscow) – of suspicion of encroaching on the territorial integrity and inviolability of Ukraine (part 5 of article 27, part 3 of article 110 of the Criminal Code of Ukraine).

According to the investigation, in 2019, the suspects assisted the higher political leadership of the aggressor state in establishing control by the Russian Federation over the territory and population of occupied Crimea in the energy sector. This was done to ensure the generation of electricity for military units and subdivisions involved in the armed aggression against Ukraine, through the construction and commissioning of the Balaklava (Sevastopol Combined Heat and Power Plant) and Tavriya Thermal Power Plant (Simferopol Combined Heat and Power Plant).

The suspects also involved the enterprise "AO 'KBAL named after L.N. Koshkin'" in the list of organizations that joined the unified procurement regulations of the state corporation "Rostec," with the aim of organizing the production of various types of ammunition, as well as supplying technologies and equipment for their production. As a result, since 2022 to the present, combat munitions have been supplied to the units of the armed formations of the Russian Federation.

The general director of "Rostec" reported to the Prime Minister of the Russian Federation on the work of the state corporation for 2022 on the official channel of the Russian government on the video hosting platform YouTube, during which, according to the conclusion of a commission-based forensic linguistic examination, he justified the armed aggression of the Russian Federation against Ukraine.

He is also charged under part 3 of article 436-2 of the Criminal Code of Ukraine.

The pre-trial investigation in the criminal proceedings is being conducted by investigators of the Main Investigative Department of the State Bureau of Investigations with operational support from the Territorial Department of the State Bureau of Investigations in Kyiv.
