The suspicion of the former Secretary of the Kyiv City Council was reported - exader and deputy mayor of Kyiv

The Kyiv City Prosecutor's Office, together with the State Bureau of Investigations (DBR), has notified a former deputy mayor – the secretary of the Kyiv City Council, a deputy of the Kyiv City Council of the IX convocation – of suspicion of committing a criminal offense as provided for in part 2 of Article 367, part 5 of Article 27, and part 4 of Article 409 of the Criminal Code of Ukraine.

During the pre-trial investigation, it was established that the official, in 2022-2023, contrary to Article 119 of the Code of Administrative Procedure, unjustifiably accrued and paid a salary to an employee of the Kyiv City Council apparatus, thereby causing damage to the state represented by the Kyiv City Council in the amount of nearly 700 thousand UAH.

The employee of the apparatus, who received the funds, upon joining the Armed Forces of Ukraine, received the corresponding monetary support as a serviceman. At the same time, he continued to unjustifiably receive a salary from July 2022 to March 2023.

In addition, the suspect official sent a letter to the Kyiv City Military-Civil Administration requesting to assign the mobilized employee to work in the Kyiv City Council.

Thus, the mobilized employee effectively evaded military service, did not report to the military unit, and did not perform any tasks related to the defense of Ukraine. The indictment against him is currently under consideration in court.

The pre-trial investigation is being conducted under the procedural guidance of the Kyiv City Prosecutor's Office by investigators of the DBR in the city of Kyiv.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
