The head of the colony of the Russian Federation, where the Ukrainian journalist Viktoriya Roschyna and the head of the community Yevhen Matveev died as a result of torture, were notified of the suspicion

Under the procedural guidance of the Office of the Prosecutor General, a suspicion has been announced against the head of the Federal State Institution "Pre-Trial Detention Center No. 3 of the Main Directorate of the Federal Penitentiary Service for the Perm Krai" of the Russian Federation.

According to the investigation, the suspect organized the use of violence against at least 5 Ukrainian civilian detainees held in the institution. As a result of the brutal treatment, two Ukrainian civilians died – Victoria Roshchyna, a Ukrainian journalist, and Yevhen Matviyiev, the head of the Dniprorudne city territorial community in the Zaporizhzhia region.

While performing the duties of the head of the pre-trial detention center, the suspect organized the detention of Ukrainian civilians in inhumane, unsanitary, and exhausting conditions. In particular, they were held in low air temperatures, without warm clothing and hot water, with limited access to food, drinking water, and hygiene products. Furthermore, he forced the detainees to remain in their cells standing for over 16 hours a day, without the possibility to sit or lie down.

Additionally, the suspect, along with subordinates, organized systematic torture of Ukrainian civilian detainees. They were beaten, tortured with electric shocks, struck with hands, feet, and rubber truncheons, turning their detention into continuous physical and moral suffering. The actions of the suspect led to the deaths of Victoria Roshchyna and Yevhen Matviyiev.

He is charged with committing cruel treatment of the civilian population, and committing cruel treatment of the civilian population combined with intentional murder, committed by a group of persons by prior conspiracy (Part 1 of Article 438, Part 2 of Article 438 of the Criminal Code of Ukraine).

The issue of declaring the suspect wanted is being resolved.

The pre-trial investigation is being conducted by the Main Investigative Department of the National Police of Ukraine.

The investigation was carried out in cooperation with media outlets that conducted independent journalistic investigations and publicly highlighted the relevant circumstances.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
