Under the procedural guidance of the Kyiv City Prosecutor's Office, a 55-year-old resident of temporarily occupied Crimea has been notified of suspicion in absentia for carrying out tasks for Russian special services. The suspect traveled to Kyiv to recruit accomplices.
Having agreed to cooperate with the Russians, he sought out Ukrainian military personnel through acquaintances, willing to provide technical documentation and components of the American HIMARS multiple launch rocket system for money. Russian special services offered a reward ranging from $200,000 to $1 million. Ultimately, from one of the military units equipped with this weaponry, under the control of Ukrainian special services, he received imitation HIMARS documentation.
At the same time, the suspect was looking for executors of terrorist acts to intimidate Ukrainians. He tracked journalists and bloggers, the murder of whom would resonate in society. The executor was promised $20,000 and was instructed where to obtain a "Makarov" pistol as the instrument of the crime.
Thus, he organized assassination attempts on the lives of two individuals – a journalist from Kherson and a press officer from one of the Armed Forces brigades. One of them was attacked with a pistol, while the other was attacked with a knife, as the executor lost his weapon after the first attempt. Both "orders" were carried out under the control of Ukrainian special services.
The man has been notified of suspicion in absentia under three articles of the Criminal Code of Ukraine:
- part 2 of article 111 (treason committed in a state of war);
- part 2 of article 258 (terrorist act);
- part 1 of article 263 (illegal handling of weapons, military supplies, or explosives).
Pre-trial investigation is being conducted by investigators of the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region under the procedural guidance of the Kyiv City Prosecutor's Office.
Note: according to article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
