According to the investigation, in the summer of 2021, the director of one of the departments of the Vinnytsia City Council entered into a contract with a company for the construction of a new road to the industrial park in Vinnytsia. 

In 2023, the official received from the contractor the reporting documentation on the completion of certain parts of the work. In the acceptance acts, the contractor inflated the cost of construction materials. The director certified the documentation without checking the current prices in the construction materials market. 

As a result, the contractor illegally received 3.3 million UAH from the budget.

Under the procedural guidance of the Vinnytsia District Prosecutor's Office, three participants in the scheme have been notified of suspicion: the director of one of the departments — for improper performance of official duties that caused severe consequences (part 2 of Article 367 of the Criminal Code of Ukraine), the head of the contracting company, and the head of the subcontracting organization — for embezzlement of budget funds in particularly large amounts (part 5 of Article 191 of the Criminal Code of Ukraine). They are in custody with bail set at 300,000 UAH and 454,000 UAH, respectively. 

The court has chosen a preventive measure for the department director in the form of house arrest. The issue of his suspension from office is being resolved.

The pre-trial investigation in the criminal proceedings is being conducted by investigators of the investigative unit of the Vinnytsia District Police Department of the Main Directorate of the National Police in the Vinnytsia region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
