Prosecutors of the Lviv Regional Prosecutor's Office have sent an indictment to the court regarding two officials who embezzled budget funds.

In 2022, as a result of a tender between the Lviv Regional State Administration and a state enterprise engaged in design, a contract was signed. According to its terms, the contractor was obliged to develop project and estimate documentation for the construction of a new building for a children's hospital in Lviv.

The director of the state enterprise, during the development of the documentation, knowingly included false information in the calculations of its production cost. In particular, he inflated the amounts in the estimates and indicated works that were not performed.

In turn, the official of the LODA, who at that time was acting as the head of one of the structural divisions of the administration and was responsible for the fulfillment of the contract with the enterprise, abused his official position. Thus, despite the absence of data from an expert examination, and clearly knowing that the information in the acts submitted by the director of the state enterprise was not true, he signed them.

In this way, the official ensured unjustified payment to the state enterprise for the works.

The material damage caused to the budget by the unlawful actions of the accused amounts to almost 4 million UAH.

The former official is charged with abuse of office (part 2 of Article 364 of the Criminal Code of Ukraine), and the director of the state enterprise is charged with embezzlement of someone else's property by abusing his official position (part 5 of Article 191 of the Criminal Code of Ukraine).

The pre-trial investigation is conducted by the Territorial Department of the Bureau of Economic Security in the Lviv region, with operational support from the Strategic Investigations Department in the Lviv region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
