The call of civilians to the service in the army of the Russian Federation - prosecutors sent an indictment against the military commissioner from Crimea

The Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol has sent an indictment to the court regarding the occupation military commissioner of the city of Yalta for violating the laws and customs of war (Part 1 of Article 438 of the Criminal Code of Ukraine).

In 2015, the accused took the position of "military commissioner of the city of Yalta, Republic of Crimea." From 2015 to 2019, he served as the "deputy head" of the "draft commission for the city district of Yalta."

Contrary to the norms of international humanitarian law, the accused directly implemented the policy of the aggressor state by forcibly conscripting the civilian population of the peninsula – citizens of Ukraine – into the armed forces of the Russian Federation.

Such actions constitute a serious violation of Article 147 of the Geneva Convention on the Protection of Civilian Persons in Time of War of 1949, which prohibits the coercion of persons protected by international humanitarian law to serve in the armed forces of the occupying state.

The special pre-trial investigation was conducted by the Main Investigation Department of the Security Service of Ukraine in the Autonomous Republic of Crimea.
