The prosecutor's office of Kyiv region exposed a group of people led by a national of China who recruited and exploited the citizens of Uzbekistan

Under the procedural guidance of the Kyiv Regional Prosecutor's Office, two citizens of the People's Republic of China, a citizen of Uzbekistan, and a Ukrainian woman have been detained for organizing the recruitment and transportation of 13 citizens of Uzbekistan for the purpose of their subsequent labor exploitation (Part 2 of Article 149 of the Criminal Code of Ukraine).
According to the investigation, the suspects used coercion and deception to attract socially vulnerable individuals who were in a precarious situation due to lack of housing, work, and difficult financial conditions.
The victims were sought outside Ukraine and transported to the Kyiv region for use in forced labor for profit.
Control was maintained through coercion and restrictions on freedom of movement, indicating the exploitative nature of their actions.
People were humiliated to the extreme: even visiting the restroom was allowed only according to a set schedule, and the slightest violation resulted in fines.
On September 17, 2025, law enforcement conducted authorized searches at the residences and business premises of the suspects. A facility was discovered where 13 citizens of Uzbekistan were held in inhumane conditions, along with documents, money, and vehicles.
Four detainees have been informed of their suspicion of committing a particularly serious crime, and the issue of choosing preventive measures is being resolved.
The pre-trial investigation is being conducted by the investigative department of the Main Directorate of the National Police in the Kyiv region with operational support from the Department of Migration Police of the National Police of Ukraine.
