The Prosecutor's Office notified of suspicion the former head of the Territorial Centre of Recruitment and Social Support, who assisted the ex-head of the ME “Kyiv Subway” to leave the country

Prosecutors of the Kyiv City Prosecutor's Office have notified the former head of one of Kyiv Territorial Centre of Recruitment and Social Support (TCRSS) of suspicion, who assisted the former head of the ME “Kyiv Subway” become unfit for military service and leave Ukraine.

The suspect's actions are classified under part 2 of Art 28, part 1 of Art 366, and part 2 of Art 332 of the Criminal Code of Ukraine, namely as official forgery committed by a group of persons acting in collusion and aiding the illegal transfer of persons across the state border of Ukraine.

It was established that the subway official turned to the head of one of Kyiv TCRSS for assistance in obtaining documents that would allow him to be excluded from military service and have the right to go abroad.

The head of the TCRSS involved several accomplices — the chairman and secretary of the military medical commission, as well as an operator of the mobilization department of the territorial recruitment center. They arranged a fictitious medical examination for the conscripted official. As a result of this medical examination, the former head of the Kyiv Subway was confirmed to have a diagnosis necessary for recognition as unfit for military service with exclusion from military registration.

Subsequently, the former head of TCRSS entered this information into the official's military ID card. This allowed him to leave the country in June 2024. To date, the former head of the Subway, who is suspected of official negligence that led to the flooding of the subway tunnel between the Lybidska and Demiivska stations, has not returned to Ukraine. He has been declared wanted.

It should be noted that the decision of the Central Military Medical Commission overturned the decision Military Medical Commission of the Shevchenkivskyi Regional Territorial Centre of Recruitment and Social Support to declare the former head of the ME “Kyiv Subway” unfit for military service.

As a result, the head and secretary of the Military Medical Commission, as well as the officer TCRSS, who assisted him to pass the military medical commission have been already notified of suspicion.

The pre-trial investigation is being conducted by investigators of the Main Department of the National Police in Kyiv with the operational support of the Strategic Investigations Department in Kyiv and Department of Strategic Investigations of the National Police of Ukraine.
