The prosecutor's office, together with law enforcement agencies, continues systematic work on exposing illegal ways of avoiding mobilization and bringing the guilty to justice

Fake medical certificates, unjustified booking of athletes, forged documents, and "mushroom picking" at the border: prosecutors, together with law enforcement, are uncovering illegal ways for conscripts to evade mobilization. New facts have been recorded in various regions of Ukraine.
Chernigiv Region: Fake employment of football players for booking
Under the procedural guidance of the Chernigiv Regional Prosecutor's Office, a suspicion has been announced against the founder and two directors of local enterprises for obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during the period of martial law (Part 1 of Article 114-1 of the Criminal Code of Ukraine).
According to the investigation, the director fictitiously employed football players and managers of the football club at a controlled enterprise for their unjustified booking. To increase the number of booked individuals, the suspect also fictitiously included men with deferments in the staff.
In addition, the founder of the Nizhyn enterprises and the director of one of them arranged for employees to undergo fictitious training at a vocational college to obtain deferments. For a separate fee, admission to the full-time form of study and successful completion of exams and credits occurred without the personal participation of the employees.
The pre-trial investigation is being conducted by the SBU in the Chernigiv region.
Cherkasy Region: Local official and military medical commission doctor produced forged medical certificates
Under the procedural guidance of the Cherkasy Regional Prosecutor's Office, a suspicion has been announced against a local government official and a doctor in Uman for facilitating evasion from mobilization of conscripts through forged medical certificates.
According to the investigation, the suspect organized deferments for 3,000 USD, involving a doctor who is a member of the military medical commission in the forgery of medical certificates.
Additionally, during the examination of the official's social media, materials were found that contained signs of justifying the armed aggression of the Russian Federation against Ukraine.
They are charged with:
- Part 2 of Article 28 of the Criminal Code of Ukraine for committing an act by prior conspiracy of a group of persons;
- Part 1 of Article 114-1 of the Criminal Code of Ukraine - obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period;
- Part 2 of Article 369-2 of the Criminal Code of Ukraine - accepting a proposal, promise, or receiving unlawful benefit for oneself or a third party for influencing the decision-making by a person authorized to perform state or local government functions, or offering or promising to exert such influence for providing such benefit;
- Parts 2, 3 of Article 436-2 of the Criminal Code of Ukraine - dissemination by an official of materials that contain justification, recognition of the legitimacy, or denial of the armed aggression of the Russian Federation against Ukraine.
The pre-trial investigation and operational support in the criminal proceedings are provided by the employees of the SBU in the Cherkasy region.
Volyn: Three residents of Lutsk forged temporary certificates for conscripts, medical certificates, and documents for deferment
Under the procedural guidance of the prosecutors of the Lutsk District Prosecutor's Office in the Volyn region, three residents of Volyn have been notified of suspicion for obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period (Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine).
It has been established that residents of Lutsk, during July-October 2024, produced and sold forged temporary certificates for conscripts, certificates for the medical and social expert commission's examination, and certificates for deferment issued by one of the regional military recruitment centers.
These documents made it impossible for citizens to be mobilized for military service.
The pre-trial investigation is being conducted by the Lutsk District Police Department of the Main Directorate of the National Police in the region.
Transcarpathia: Under the guise of "mushroom picking," suspects attempted to smuggle a conscript to Slovakia
In Perechyn, the activities of two channels for smuggling conscripts across the border have been blocked. Three detainees have been notified of suspicion and taken into custody with alternatives for bail.
In one scheme, a 23-year-old resident of Mukachevo was uncovered, who sought two clients through a popular messenger and attempted to smuggle them abroad for 15,000 USD, bypassing official checkpoints.
In another scheme, 36 and 32-year-old residents of Perechyn were uncovered. Under the guise of "mushroom picking" in the forest, they attempted to smuggle a resident of Berdyansk to Slovakia. The cost of smuggling was 4,000 USD.
Under the procedural guidance of the Uzhhorod District Prosecutor's Office, the pre-trial investigation is being conducted by the investigators of the Police Department No. 1 of the Uzhhorod District Police. Operational support is provided by the SBU in the Transcarpathian region.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
