The prosecutor's office, together with UBU, exposed a man who made explosives for a terrorist attack in Odessa

Prosecutors of the Odesa Regional Prosecutor's Office have reported suspicion against a resident of Odesa for attempting to commit a terrorist act by prior conspiracy of a group of individuals (Part 3 of Article 15, Part 2 of Article 258 of the Criminal Code of Ukraine).
The investigation established that in June 2025, this man communicated by phone with an enemy agent from the Russian Federation. The agent offered to organize a terrorist act in Odesa near the administrative building of the regional territorial center for recruitment and social support for money.
Following the criminal instructions and directives, the suspect purchased components and made an improvised explosive device at home with means of destruction – 200 metal nuts. The explosive was supposed to be triggered by a phone call. He kept the device in a discharged state at his residence.
In July of this year, the perpetrator moved, prepared for activation, and hid the explosive in a cache on Chornomorska Street.
After that, another person was supposed to carry out their criminal role — a resident of the Volyn region, who specifically came to Odesa. In July of this year, she was apprehended by law enforcement.
The woman took the device from the cache in a backpack, brought it to the territory of Kulikove Field, and attempted to activate it. At that moment, she was detained by law enforcement on Kanatna Street, and the device was neutralized.
At the request of the regional prosecutor's office, both suspects are in custody.
The pre-trial investigation in the criminal proceedings is being conducted by the Security Service of Ukraine in the Odesa region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
