Prosecutors of the Vinnytsia Regional Prosecutor's Office and the district prosecutor's offices of the region, in cooperation with other law enforcement agencies, have reported suspicions against 17 individuals, including local council deputies, the former head of the First Vinnytsia State Notary Office, state registrars, managers and officials of municipal and state enterprises, and leaders of associations.

The total amount of damages caused to the budget is 30.4 million UAH, with an additional 18.7 million UAH in undeclared income and property value.

Embezzlement and misappropriation of budget funds

- The former deputy director of the municipal enterprise "Vinnytsiaoblvodokanal" embezzled budget funds amounting to 9 million UAH by entering into contracts for the purchase of electricity at inflated prices;

- The director of a limited liability company violated the procedure for laying asphalt during road repairs in the village of Makhnivka, Khmilnyk district, which led to its unsuitability and damages amounting to 1 million 155 thousand UAH;

- The director of a limited liability company misappropriated budget funds amounting to 491 thousand UAH during the capital repair of premises for individuals affected by domestic violence in the building of the municipal enterprise "Koziatyn Central District Hospital";

- A technical supervision engineer, due to improper performance of his official duties during the repair of the roadway and sidewalk of one of the roads in the Orativ community, embezzled budget funds amounting to 492 thousand UAH;

- A contractor misappropriated budget funds of the municipal enterprise "Ladzhytloservice" during the capital repair for the insulation of facades of one of the residential buildings in the city of Ladyzhyn, amounting to 362 thousand UAH, using materials of inadequate quality;

Concealment of funds and property during declaration

- The former head of the First Vinnytsia State Notary Office did not declare her land plot and her husband's loan, in which she was a guarantor, totaling 9 million 962 thousand UAH;

- A deputy of one of the communities in the Zhmerinka district did not declare her 5 land plots and a complex of non-residential premises and structures in the Zhmerinka district, totaling 3 million 2 thousand UAH, as well as income received as dividends amounting to 2 million 527 thousand UAH;

- A deputy of one of the communities in the Mohyliv-Podilskyi district concealed a debt of 110 thousand USD in his declaration for the purchase of land plots in 2022;

Misappropriation of land and municipal property

- A state registrar of the Vinnytsia regional branch of the municipal enterprise "Center for State Registration" illegally registered ownership rights to a land plot in the Malomochulskyi rural district of the Haisyn district based on forged documents, without conducting the necessary checks, causing harm to the actual owner amounting to 111.8 thousand UAH;

- A registrar of the Shargorod City Council registered ownership rights to a land plot of unclaimed inheritance in the Noskivtsi territorial community of the Zhmerinka district based on forged documents, without conducting the necessary checks, causing damages to the community amounting to 152 thousand UAH;

Tax evasion

- One of the individual entrepreneurs in the Haisyn district intentionally evaded payment of personal income tax, military tax, and value-added tax totaling 15 million 259 thousand UAH;

In addition, it has been revealed

In the Litin territorial community of the Vinnytsia district and the Dashiv territorial community of the Haisyn district, 2 groups of individuals were engaged in illegal logging, transportation, storage, and sale of timber products, causing damages of 2 million 46 thousand UAH and 1 million 376 thousand UAH, respectively.

Depending on the committed crimes, the actions of the suspects have been qualified under Part 4 of Article 190; Part 4 of Article 191; Part 3 of Article 212; Part 4 of Article 246; Part 1 of Article 365-2; Part 2 of Article 366; Parts 1, 2 of Article 366-2; Part 2 of Article 367 of the Criminal Code of Ukraine.

Prosecutors have also prepared motions for the selection of preventive measures for the suspects and their suspension from their positions.

Pre-trial investigations in criminal proceedings are conducted under the procedural guidance of prosecutors of the Vinnytsia Regional Prosecutor's Office in cooperation with the National Police, the Security Service of Ukraine, the State Bureau of Investigation, and the Territorial Department of the Bureau of Economic Security in the Vinnytsia region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
