Prosecutors of the Chernivtsi Regional Prosecutor's Office, together with the SBU, reported suspicion to two sub -Russian governors

Under the procedural guidance of the prosecutors of the Chernivtsi Regional Prosecutor's Office, two governors of the Russian Federation — from the Rostov and Belgorod regions — have been informed in absentia of suspicion for financing actions aimed at changing the territory and state border of Ukraine in violation of the Constitution of Ukraine (Part 3 of Article 110-2 of the Criminal Code of Ukraine).

Both Russian officials, while in their positions, organized the transfer of military equipment, supplies, ammunition, medications, food products, and other material values to representatives of Russian military formations and the occupation administration, which used them to conduct combat operations against Ukraine.

The acting governor of the Rostov region personally signed orders for the financing of units of the Russian Armed Forces, ensured payments to contractors, and organized the transfer of drones, motorcycles, armored vehicles, excavators, and other means for conducting combat operations on the territory of Ukraine.

The governor of the Belgorod region also systematically provided the Russian military with equipment, vehicle tires, computer technology, and food for conducting combat operations in the territories of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. He organized one-time regional payments for mobilized individuals and contractors who directly participated in combat operations against Ukraine.

The officials are under sanctions in Ukraine, and they have also been included in the sanction lists of the USA, Canada, the United Kingdom, the European Union, Switzerland, Australia, and New Zealand.

A special pre-trial investigation in the mentioned proceedings is being conducted by investigators of the Security Service of Ukraine in the Chernivtsi region.

Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
