The Lviv Regional Prosecutor's Office is systematically taking measures to recover funds for the developers' contributions to the development of engineering, transport, and social infrastructure, which they have unjustifiably withheld.

In 2025, based on lawsuits from the prosecutor's office, forced recovery of over 174 million UAH was initiated from the construction customers of 36 multi-apartment residential buildings.

As a result of court proceedings, 7 decisions have already been made to recover over 33 million UAH, and an additional 7.7 million UAH was voluntarily paid by developers after lawsuits were filed in court. Furthermore, based on court decisions, 8 debtors have settled their debts totaling over 14 million UAH.

In total, about 21 million UAH has already been returned to local budgets. The work on returning budget funds continues.

At the same time, we remind you that according to the changes made by the Law of Ukraine dated September 20, 2019, the obligation of construction customers to conclude contribution agreements was canceled as of January 1, 2020, but the requirement to pay funds for infrastructure development was retained:

- for agreements concluded before January 1, 2020 — in accordance with their terms;

- for construction started during 2020 — in the established manner.

In this regard, the issue of filling local budgets with contribution funds remained unaddressed for a long time, which several developers took advantage of.

The Lviv Regional Prosecutor's Office continues to restore the violated economic interests of communities and the state through legal proceedings.
