Prosecutors reported the suspicion of the Kharkiv resident who, on the order of the Russian Federation, made an explosive

A resident of Kharkiv has been informed of suspicion for the illegal acquisition, carrying, and storage of explosive substances without the required legal permission and for preparing to commit a terrorist act, committed by a group of individuals in conspiracy (Part 1 of Article 263, Part 1 of Article 14, Part 2 of Article 258 of the Criminal Code of Ukraine).

A laboratory technician from one of the Kharkiv universities communicated via the Telegram messenger with a representative of the Russian Federation. Following the tasks and clear instructions from the curator, the man manufactured an explosive device with shrapnel elements — nuts, nails, and self-tapping screws.

The Kharkiv resident took the explosive device and went to a residential multi-apartment building in the Kyiv district of the city — the details about this location were provided to him by the representative of the Russian Federation. According to the plan, the explosive was to be picked up by the direct executor and used to carry out a terrorist act at one of the state institutions in the regional center. 

Law enforcement officers detained the Kharkiv resident when he was setting up a hideout near the residential complex.

Currently, the issue of choosing a preventive measure for the suspect in the form of detention without setting bail is being resolved. The suspect's involvement in the manufacture of two more explosives is being verified, and the investigation is ongoing. 

Measures are also being taken to identify other individuals involved in the crime, including the curator from the Russian Federation.

The pre-trial investigation is being conducted by the SBU Office in the Kharkiv region under the procedural guidance of the Kharkiv Regional Prosecutor's Office.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
