The Okhtyrka District Prosecutor's Office has approved and sent to court on October 30, 2025, an indictment against the head of one of the departments of the Trostyanets City Council, whose negligence caused the state losses of 2 million 139 thousand UAH.

According to the investigation, the accused, in execution of the order of the Sumy Regional State Administration, entered into contracts with a communal enterprise in November and December 2022 for the purchase of firewood for free distribution among the population living in the area adjacent to the combat zone. 

Subsequently, the official accepted and paid for wood that was actually waste from the felling of emergency trees, which did not meet the technical and quality characteristics specified in the contract, without proper verification.

According to the expert conclusion, as a result of the official's negligence, the Trostyanets City Council suffered material damage amounting to 2 million 139 thousand UAH.

The actions of the accused have been qualified as improper performance of official duties by a public official due to an unscrupulous attitude towards them, which caused severe consequences (part 2 of Article 367 of the Criminal Code of Ukraine).

The pre-trial investigation was completed by investigators of the Okhtyrka District Police Department of the Main Directorate of the National Police in the Sumy region with operational support from the Security Service of Ukraine in the Sumy region.
