The prosecutor and former members of the regional MSEC were reported suspected of illicit disability and seizure of budgetary funds

Under the procedural guidance of the Office of the Prosecutor General, on September 24 of this year, a prosecutor from one of the district prosecutor's offices in the Cherkasy region, as well as the former head and members of the regional medical and social expert commission (MSEC), were notified of suspicion.
They are accused of illegally granting disability status, which became the basis for the prosecutor to receive unjustified pension payments.
According to the investigation materials, the suspect, while a student at the National Academy of Prosecutor's Office, applied to the regional MSEC on June 10, 2019, to establish his disability.
Despite the absence of any real health issues, the head and members of the commission, without an examination and even without his personal presence, made a decision the next day, on June 11, to grant him a 2nd group disability with allegedly 80% loss of working capacity.
Based on forged documents, on July 8, 2019, the Pension Fund appointed a monthly pension payment, which he received for 5 years.
In early October 2019, after completing his studies, he was employed in the prosecutor's office.
In addition, the mentioned prosecutor was also notified of suspicion for the illegal prosecution of a participant in mass protests in 2014, during his tenure as an investigator in the district police department of Cherkasy, and for the falsification of official documents.
The actions of the prosecutor are qualified under Part 4 of Article 190, Part 4 of Article 358, Part 2 of Article 28, Part 3 of Article 371, Part 2 of Article 372, and Part 1 of Article 366 of the Criminal Code of Ukraine (fraud, use of forged documents, illegal prosecution, falsification of official documents).
The actions of the head and members of the MSEC are qualified under Part 2 of Article 364, Part 5 of Article 27, Part 4 of Article 190, and Part 1 of Article 366 of the Criminal Code of Ukraine (abuse of power, official forgery, and complicity in fraud).
The pre-trial investigation is being conducted under the procedural guidance of prosecutors from the Office of the Prosecutor General by investigators of the State Bureau of Investigation (DBR). Operational support is provided by the Department of Internal Security of the National Police of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
