The Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol has sent an indictment to the court against the head of the regional branch of the "volunteer society for the support of the army, aviation, and navy of the Russian Federation in the Republic of Crimea" (DOSAAF), who promotes service in the armed forces of the occupying state among the civilian population of the Crimean Peninsula, including children.

He is charged with violations of the laws and customs of war and justifying, recognizing as lawful, and denying the armed aggression of the Russian Federation against Ukraine (Part 1 of Article 438, Part 3 of Article 436-2 of the Criminal Code of Ukraine).

The investigation established that in June 2017, the accused took the position of head of the regional branch of "DOSAAF" of the Russian Federation in the Republic of Crimea – an organization that engages in "patriotic education" and military training of citizens for service in the army of the aggressor state. He directly organizes and conducts propaganda for service in the armed forces and other military formations of the Russian Federation among the residents of Crimea, including children and teenagers.

Implementing the policy of the aggressor state in the occupied territories, the accused participated in the filming of a series of interviews for the pro-Russian television channel "Crimea 24" in 2022-2023, in which he spoke about the "scale and effectiveness" of the activities of "DOSAAF" of the Russian Federation on the peninsula, as well as publicly approved the involvement of Ukrainian children for further service in the enemy's army.

By the decree of the President of Ukraine dated 01.05.2025, the decision of the National Security and Defense Council was put into effect, which imposed personal special economic and other restrictive measures (sanctions) against the accused.

The special pre-trial investigation was conducted by the Main Investigation Department of the Security Service of Ukraine in the Autonomous Republic of Crimea.
