The results of the reform of the prosecutor's office
The reform of the prosecution authorities began with the adoption of the Law of Ukraine dated September 19, 2019, No. 113-IX "On Amendments to Certain Legislative Acts of Ukraine Regarding Priority Measures for the Reform of the Prosecution Authorities" (hereinafter - Law No. 113-IX).
According to paragraph 13 of Section II "Final and Transitional Provisions" of Law No. 113-IX (hereinafter - Law No. 113-IX) and the Procedure for Prosecutors' Certification approved by the order of the Prosecutor General dated October 3, 2019, No. 221 (hereinafter - Procedure No. 221), the certification of prosecutors includes three stages:
1) taking an exam in the form of anonymous testing using computer technology to determine the level of knowledge and skills in applying the law, and the ability to exercise the powers of a prosecutor;
2) taking an exam in the form of anonymous testing on general abilities and skills using computer technology (stage defined by the Procedure);
3) conducting an interview to determine the prosecutor's compliance with the requirements of professional competence, professional ethics, and integrity. To assess the level of practical skills and abilities, prosecutors perform a written practical task.
Currently, the main stage of certification has been completed. At the same time, the Office of the Prosecutor General is ensuring the certification of prosecutors who did not participate in it, as well as those reinstated by court decisions, in accordance with the requirements of the Law of Ukraine dated June 15, 2021, No. 1554-IX "On Amendments to Section II 'Final and Transitional Provisions' of the Law of Ukraine 'On Amendments to Certain Legislative Acts of Ukraine Regarding Priority Measures for the Reform of the Prosecution Authorities' Regarding Certain Aspects of the Transitional Provisions'."
Thus, in the Office of the Prosecutor General of Ukraine, out of 1,083 prosecutors who submitted applications to undergo certification, 657 successfully passed it.
The Office of the Prosecutor General has ensured the certification of prosecutors from regional and local prosecutor's offices.
A total of 3,697 prosecutors from regional prosecutor's offices were allowed to participate in the certification.
2,782 prosecutors from regional prosecutor's offices successfully passed the certification, including those reinstated by court decisions.
In October 2020, the procedure for certifying prosecutors from local prosecutor's offices and military prosecutor's offices of garrisons (on the rights of local) was initiated, with 6,130 prosecutors allowed to participate.
4,996 prosecutors from local prosecutor's offices and military prosecutor's offices of garrisons (on the rights of local), including those reinstated by court decisions, successfully passed the certification.
During the reform, a total of 8,435 prosecutors from the Office of the Prosecutor General of Ukraine, regional and local prosecutor's offices successfully passed the certification (as of August 2025).
More than 2,700 prosecutors who did not successfully pass the certification have challenged the decisions of the personnel commissions and/or orders of dismissal in court.
