Prosecutors uncovered another fact of embezzlement of budget funds allocated for the current medium repair of the state road R-21 Dolyna – Khust, which was carried out within the Transcarpathia region.

According to the investigation materials, 

from December 2020 to December 2021, the contractor ensured the forgery of official documents and inflated the cost of asphalt mixtures and asphalt laying works. This involves the submission of duplicate data on the expenses for gravel-sand mixture and asphalt for the construction of the prism. 

The former director of the company approved and submitted to the customer over 25 certificates and acts of acceptance of completed construction works with fictitious data. The responsible person for the specified works, the leading engineer of the Road Service in the Transcarpathian region, through his own negligence, agreed to and signed them. As a result of these actions, the budget suffered damage of over 37.8 million UAH in losses. 

The ex-director of the contracting company is charged with embezzlement of someone else's property in especially large amounts committed by a group of persons in collusion and official forgery (part 5 of Article 191, part 1 of Article 366 of the Criminal Code of Ukraine). The actions of his accomplice are qualified as official negligence that caused severe consequences (part 2 of Article 367 of the Criminal Code of Ukraine). 

Currently, the issue of choosing preventive measures for the suspects is being resolved. 

Under the procedural guidance of the Transcarpathian Regional Prosecutor's Office, the pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Transcarpathian region with operational support from the regional SBU office.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
