Prosecutors of the Chernivtsi Regional Prosecutor's Office have sent an indictment to the court against the general director and the leading specialist in public procurement of the municipal enterprise "Chernivtsivodokanal." They are accused of embezzlement of budget funds in particularly large amounts (part 5 of Article 191 of the Criminal Code of Ukraine).

According to the investigation, the officials made a purchase of special transport for the city at a significantly inflated price. Having predetermined the supplier, they set an unrealistically high expected cost in the "Prozorro" system and conducted open bidding in such a way that the desired participant won.

In September 2023, the head of the enterprise signed a supply contract with them and paid over 2.8 million UAH for a vehicle whose market price was about 1.6 million UAH. The municipal enterprise suffered losses of over 1.2 million UAH.

The pre-trial investigation is being conducted by the Main Investigation Department of the National Police in the Chernivtsi region with operational support from the Strategic Investigations Department in the Chernivtsi region.

Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
