Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, seven individuals have been notified of suspicion, who, according to the investigation, organized a scheme to embezzle budget funds allocated for the insulation of school buildings in the city of Dnipro.

Among the suspects are the director of the municipal enterprise of the Dnipro City Council, two of his deputies, the director of the contracting company, subcontractors, and a technical supervision engineer.

They are charged with embezzlement of budget funds committed as part of an organized group, and official forgery (Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine).

According to the investigation, officials of the municipal enterprise, in collusion with contractors and subcontracting organizations, used the city project for increasing the energy efficiency of schools for illegal enrichment.

Participants in the scheme entered into contracts for the insulation of the facades of school buildings in the city of Dnipro at inflated prices. The documents indicated high-quality and expensive materials, while in fact, cheaper, lower-quality materials were used than those specified in the projects.

The difference between the actual cost of the work and the amounts paid from the budget was embezzled by the participants in the scheme.

During the period of 2024–2025, the suspects caused damage to the community budget amounting to 14.2 million hryvnias, as confirmed by expert conclusions.

During searches, nearly 50 thousand US dollars, over 900 thousand hryvnias, and 7,200 euros in cash, mobile phones, laptops, computers, and storage devices were seized. The seized property has been placed under arrest.

Currently, the suspects have been chosen preventive measures in the form of detention.

The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in the region with operational support from the Department of Strategic Investigations of the National Police of Ukraine in the Dnipropetrovsk region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
