Service carelessness that led to the destruction of the tunnel in the metro - reported suspicion of the Director of the Department of Transport Infrastructure of the KSCA

Prosecutors of the Kyiv City Prosecutor's Office have informed the director of the Department of Transport Infrastructure of the Kyiv City State Administration of suspicion of official negligence that caused severe consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).
At the beginning of December 2023, due to the destruction of the tunnel between the "Demiivska" and "Lybidska" stations of the Obolon-Teremky line of the Kyiv metro and the potential threat of a technogenic emergency, train traffic on the section between the "Lybidska" and "Teremky" stations was halted.
At that time, the Kyiv City State Administration decided to organize passenger transportation by buses that would duplicate the route of the closed metro stations.
During the pre-trial investigation, it was established that the director of the Department of Transport Infrastructure did not control the work of the capital's enterprises subordinate to him as a manager, nor did he participate in the consideration of issues related to the emergence of technogenic and natural emergencies, which subsequently led to the temporary closure of the metro stations.
The improper performance of his duties by the official resulted in the untimely detection of the emergency situation in the metro and the failure to take measures to eliminate it.
The closure of the metro stations, which resulted in lost revenue from passenger transportation and the organization of duplicate ground transport routes, cost the capital's budget 164 million hryvnias. This is the amount of losses incurred by the capital community.
The issue of choosing a preventive measure for the suspect and their suspension from office is being resolved.
The pre-trial investigation is being conducted under the procedural guidance of the Kyiv City Prosecutor's Office and operational support of the UCR in Kyiv by investigators of the Main Investigation Department of the National Police in Kyiv.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
