Under the procedural supervision of the Ivano-Frankivsk Regional Prosecutor's Office, the director of the Carpathian State Agricultural Experimental Station of the Institute of Agriculture in the Carpathian region of the National Academy of Agrarian Sciences of Ukraine was notified of suspicion of official negligence, which caused serious consequences for state interests (part 2 of Art. 367 of the Criminal Code of Ukraine).

According to the investigation, during 2020–2022, the director of the institution concluded additional agreements to the contract with a private enterprise, by which he agreed to sell agricultural products at prices significantly lower than market prices. At the same time, he did not take into account the requirements of the orders of the leadership of the NAAS regarding the mandatory sale of grain at prices not lower than exchange prices, and did not check the actual market situation.

As a result of concluding such agreements and supplying products at reduced prices, the state institution lost almost UAH 22 million, which was confirmed by the conclusion of the forensic economic examination. In general, during this period, agricultural products worth about UAH 90 million were sold, while their market value exceeded UAH 111 million.

Consequently, the official's improper performance of his duties caused serious consequences to state interests, in the person of a scientific institution subordinate to the National Academy of Agrarian Sciences.

In addition, as part of the investigation of other criminal proceedings, the same person was notified of suspicion of abuse of his official position, which caused serious consequences, as well as official forgery (part 2 of Article 364, part 1 of Article 366 of the Criminal Code of Ukraine).

The investigation established that the person involved deliberately entered false information into the acts of completed works and work contracts, noting an almost 100 hectares larger area of land, as a result of which the costs of their cultivation were inflated, causing losses in the amount of UAH 932,000.

The person was served with a motion to apply a preventive measure in the form of detention with the right to post bail.

The pre-trial investigation is carried out by the Investigative Department of the Main Department of the National Police in the Ivano-Frankivsk region with the operational support of the Office of the Security Service of Ukraine in the Ivano-Frankivsk region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
