Prosecutors of the Vinnytsia Regional Prosecutor's Office have sent an indictment to the court regarding a lawyer and two officials of the village council of the Khmilnytskyi district. 

The actions of the members of the organized group have been qualified under Articles 190, 209, 358, 362, 364, 366 of the Criminal Code of Ukraine.

The investigation established that the lawyer organized a scheme for the illegal transfer of agricultural land plots from private ownership. He involved officials of the elder's district of the village council of the Khmilnytskyi district in these illegal activities. 

From 2022 to 2024, under the lawyer's instructions, the elder and the clerk entered false information into official documentation – journals of notarized actions regarding the issuance of wills on behalf of deceased individuals, certificates of registration at the time of death, inheritance registers, and forged duplicates of wills.

As a result of such unlawful actions, the ownership rights to 19 unclaimed land plots of deceased individuals, covering an area of nearly 50 hectares with an estimated value of over   4 million UAH, were illegally acquired by 11 individuals, including the clerk of the village council.

The pre-trial investigation in the criminal proceedings was conducted by the investigative department of the Main Directorate of the National Police in the Vinnytsia region, with operational support from the Criminal Investigation Department of the Main Directorate of the National Police in the Vinnytsia region and the Security Service of Ukraine in the Vinnytsia region. 

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
