Three officials of the State Institution of "Kyiv Aviation Institute" reported suspicion of seizure of more than 16.6 million UAH of budget funds through "Dead Souls"

Under the procedural guidance of prosecutors from the Office of the Attorney General, three officials of the State Enterprise "Kyiv Aviation Institute" have been notified of suspicion of embezzling budget funds in particularly large amounts as part of an organized group (Part 5 of Article 191 of the Criminal Code of Ukraine).
The investigation has established that from January 2021 to August 2024, the former head of the security activities department of the security service, the head of the security service, and his deputy organized an illegal scheme of fictitious employment.
89 so-called "dead souls" were officially employed. Salaries for these "employees" were accrued without them actually performing any duties, after which the funds were withdrawn from bank cards and appropriated by the participants of the scheme.
As a result, the state, represented by the Ministry of Education and Science of Ukraine, suffered losses amounting to over 16.6 million UAH.
During searches at the residences of the suspects, documents and information carriers that have evidentiary value for the criminal proceedings were seized.
The pre-trial investigation is being conducted by investigators of the Main Investigative Department of the National Police of Ukraine with operational support from the Department of Internal Security of the National Police.
Note: according to the first part of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
