Under the procedural guidance of the District Prosecutor's Office of Mykolaiv, a pre-trial investigation has been initiated regarding possible violations during the organization of student meals in general secondary education institutions in the city.

On December 8, 2025, following media publications, information was entered into the Unified Register of Pre-Trial Investigations under Part 4 of Article 191 of the Criminal Code of Ukraine (embezzlement, misappropriation of property, or acquisition of it through abuse of office, committed on a large scale or under martial law). 

The next day, based on a statement from the head of the Mykolaiv Regional Military Administration, a criminal proceeding was initiated under Part 1 of Article 325 of the Criminal Code of Ukraine, namely: violation of sanitary rules and norms regarding the prevention of infectious diseases and mass poisonings. Both proceedings have been combined.

With the agreement of the prosecutors, the court granted permission to conduct searches to check the quality of food products, the conditions of their storage and preparation, as well as the legality of the use of budget funds allocated for children's meals.

Currently, investigative actions are being carried out at the Department of Education of the Mykolaiv City Council, at the municipal enterprise that provides meals in educational institutions, as well as at the business entity - the catering service provider. During the searches, documentation regarding the procurement and supply of products, as well as food samples, is being seized.

The pre-trial investigation is being conducted by investigators of the Police Department No. 1 of the Mykolaiv District Police Department of the Main Directorate of the National Police in the Mykolaiv region under the procedural guidance of the District Prosecutor's Office of Mykolaiv.
