A local resident who was preparing a terrorist attack was detained in Kharkiv

Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, a 54-year-old man has been notified of suspicion for preparing a terrorist act committed by a group of individuals in conspiracy (Part 1 of Article 14, Part 2 of Article 258 of the Criminal Code of Ukraine).

According to the investigation, the suspect is an unemployed resident of Kharkiv who has previously been held criminally liable for participating in attempts to seize the building of the Kharkiv Regional State Administration in 2014.

The investigation established that in the fall of 2025, he received instructions via messenger to manufacture an improvised explosive device. 

According to the "curator's" instructions, the man was to assemble the explosive device from improvised materials and subsequently place it in a designated location in Kharkiv. 

He was to receive the exact coordinates for the placement of the explosives later. 

During authorized searches at the residence of the Kharkiv resident, an unfinished explosive device, its components, and a smartphone containing evidence of communication were seized.

At the request of the prosecution, the suspect has been remanded in custody without the right to bail.

Law enforcement officials are also considering additional qualifications for the suspect's actions. 

The pre-trial investigation and operational support are being conducted by the Security Service of Ukraine in the Kharkiv region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
