The explosion of a car in the Holosiivskyi district of Kyiv has been classified as a terrorist attack - two men have been notified of suspicion

Under the procedural guidance of prosecutors from the Kyiv City Prosecutor's Office, a resident of Odesa and a citizen of the Federal Republic of Germany have been notified of suspicion of committing a terrorist act in the Holosiivskyi district of the capital. 

It has been established that the men lived in one of the capital's hotels, where they met. The foreigner had previously served in the Armed Forces of Ukraine, then deserted from his place of service and settled in Kyiv. They communicated with each other in English. 

The men were recruited to make an explosive device and were given instructions on where and when to install it. To prepare for the terrorist act, an apartment was rented for them in the center of the capital, near one of the SBU buildings. In this apartment, the suspects manufactured a remotely controlled homemade explosive device, which they installed in a car parked in the yard of the building. The car was allegedly purchased for the needs of the Armed Forces of Ukraine for medical personnel.

On the evening of February 11, 2026, the explosive device was remotely activated, resulting in the explosion of a Peugeot Partner.  

As a result of the explosion, nearby buildings were damaged, as well as a Kia Sportage and a Honda Civic parked nearby.

The moment of the explosion was recorded by a dashcam that the suspects had installed in a nearby parked car. 

The suspects were detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine.

Their actions have been qualified under part 2 of Article 258 of the Criminal Code of Ukraine, specifically as committing a terrorist act, namely an explosion, by prior conspiracy of a group of individuals.

Both suspects have been chosen to be held in custody as a preventive measure.

Currently, the accomplices of the detained individuals are being identified.

The sanction of the article provides for imprisonment from seven to twelve years with or without confiscation of property.

The pre-trial investigation is being conducted by investigators of the Main Directorate of the SBU in Kyiv and the Kyiv region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
