Under the procedural guidance of the Kherson Regional Prosecutor's Office, a pre-trial investigation has been initiated in a criminal proceeding regarding the commission of a war crime that resulted in the deaths of individuals (Part 2 of Article 438 of the Criminal Code of Ukraine).

According to operational data, on the night of September 18, 2025, in the temporarily occupied village of Kozachi Laheri in the Kherson district, Russian military personnel shot two men aged 55 and 64, and a woman aged 62.

The intentional killing of civilians is a gross violation of the Geneva Conventions and is classified as a particularly serious international crime.

Currently, urgent investigative and search actions are being conducted to establish all the circumstances of the event and the individuals involved in its commission.

The pre-trial investigation is being carried out by the Main Directorate of the National Police in the Kherson region.
