The Specialized Prosecutor's Office in the Defense Sector of the Central Region, together with the Main Investigation Department of the National Police of Ukraine, under the operational support of the Department of Internal Security of the National Police of Ukraine, has notified a former serviceman of one of the military units of suspicion of committing a criminal offense under Part 3 of Article 332 of the Criminal Code of Ukraine (illegal transportation of persons across the state border of Ukraine, by prior agreement of a group of persons, for selfish motives).
According to the investigation, the suspect, during the period from July to September 2025, acting intentionally and for selfish motives, organized a scheme for the illegal transportation of conscripted men outside Ukraine during the period of martial law.
In the messenger "Telegram," he created a group where he offered three options for illegal border crossing at a cost of 2000, 7000, and 9000 US dollars.
In particular, during communication with one of the citizens, the former serviceman provided advice and instructions on choosing a method of departure, coordinated the procedure for illegal transportation, and promised to eliminate possible obstacles.
As a result, the option for 7000 US dollars was chosen, which involved a pedestrian crossing of the state border accompanied by individuals who were to ensure an unobstructed exit to the territory of the Republic of Moldova outside the official border crossing point.
After receiving an unlawful benefit of 7000 US dollars, the offender was detained under Article 208 of the Criminal Procedure Code of Ukraine, and the subject of the unlawful benefit was seized.
He has been placed under house arrest as a preventive measure.
The sanction of the incriminated article provides for punishment in the form of imprisonment for a term of seven to nine years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years, along with confiscation of property.
Currently, measures are being taken to identify and hold accountable other individuals involved in the commission of the crime.
Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
