In just the last three weeks, prosecutors from specialized defense prosecutors' offices have uncovered a wave of abuses involving illegal departures, corruption in military units, manipulations with the Military Medical Commission, and embezzlement of defense funds.

Fifty individuals have been detained, with over 30 million UAH of unlawful benefits and damages documented.

Illegal departure abroad: 22 participants in schemes, "earnings" - 6.2 million UAH

Massive schemes for organizing illegal border crossings have been recorded: from fictitious certificates to forged disability documents and "escort" services through checkpoints.

The total amount of unlawful benefits in these cases is 6.2 million UAH.  

Key episodes:

Chernivtsi region: an operative officer and an accomplice organized the departure of three men for 35,500 USD.

Volyn region: a serviceman of the Armed Forces and a civilian demanded 23,000 euros for transporting a man to Poland.

Another episode: five servicemen of the State Border Guard Service facilitated the departure of 120 individuals using forged disability certificates.

Western region: a resident organized illegal crossing for 16,500 USD.

Odesa region: two border inspectors "valued" their services at 15,000 and 7,000 USD.

Corruption in military units: 15 detained commanders and officials

In three weeks, prosecutors documented nearly 1.5 million UAH in bribes for:

appointments to positions,

transfers between units,

reservations,

enlistment.

Revelations:

Southern region: the deputy commander of a brigade received 45,000 UAH for an appointment.

Kharkiv region: the commander of a military unit and the personnel chief took 6,000 USD for processing a candidate for service.

Ivano-Frankivsk region: a female serviceman from a hospital offered "influence" over officials' decisions regarding transfers and further service in the State Special Transport Service for 266,000 UAH.

Schemes to evade service  

Mechanisms influencing Military Medical Commission decisions, organizing desertion, and "resolving" administrative protocols have been recorded:

Poltava region: the head of an enterprise received 6,000 USD for a certificate of "limited fitness."

Kropyvnytskyi region: a cadet handed over 4,000 USD for assistance in evasion.

Kharkiv region: the acting commander of a company demanded 3,500 USD and 20,000 UAH.

Rivne region: a former police officer organized the desertion of a serviceman for 3,000 USD.

Embezzlement of defense resources: 24.5 million UAH in damages

Documented misappropriation of funds, fuel, and illegal additional payments:

Central region: eight individuals, including local council officials, misappropriated 15.6 million UAH through fictitious contracts for the supply of quadcopters.

Chernivtsi: two military officials misappropriated fuel worth 2.52 million UAH.

Zaporizhzhia: the deputy commander illegally included three individuals in the lists for additional rewards - 1.56 million UAH.  

Darnytsia region: due to the negligence of the chief accountant, two servicemen illegally received 483,000 UAH.

Central region: three individuals attempted to "sell" a managerial position in one of the central government bodies for 100,000 USD.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
