Law enforcement officers uncovered a corruption scheme during the construction of a kindergarten-school in the village of Bobrytsia in the Kyiv region. According to the investigation, officials from the Kyiv Regional State Administration, together with contractors, embezzled over 4.5 million UAH of budget funds, systematically entering false information about the completed work into the documents.

The officials of the contracting organizations acted in collusion with officials from the Department of Regional Development of the Kyiv Regional State Administration.
They included knowingly false data in the acts of completed work, specifically indicating works that were not actually performed. This allowed for the illegal transfer of budget funds to the contractor's accounts, which were then withdrawn in cash and distributed among the participants of the scheme. As a result of these actions, the state suffered losses amounting to over 4.5 million UAH.

Under the procedural guidance of the Office of the Prosecutor General, two directors and two employees of the contracting organizations, as well as two officials from the Department of Regional Development of the Kyiv Regional State Administration, have been notified of suspicion. They are charged with embezzlement of budget funds in particularly large amounts (part 5 of Article 191 of the Criminal Code of Ukraine).

Prosecutors are preparing a motion to the court for the selection of preventive measures for the suspects.

The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police of Ukraine, with operational support from the Main Directorate of the Security Service of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
