In the context of large-scale armed aggression against Ukraine, the fight against evasion of military service and corruption schemes in the mobilization sphere is one of the key priorities of the Specialized Prosecutor's Offices in the field of defense.

From August 11, 2025, to the present, 52 individuals have been held accountable for evasion of military service during the period of martial law.

The total amount of unlawful benefits in these criminal proceedings amounts to 6.2 million UAH, including:

•  4.2 million UAH — for the illegal transportation of individuals across the state border;

•  1 million UAH — for influencing decisions on deferral, removal from military registration, exclusion from search;

•  985 thousand UAH — for influencing officials of medical institutions to declare individuals unfit or partially fit for service.

Just in the last week, 25 individuals have been exposed (officials of medical commissions, lawyers, heads of state enterprises). The amount of unlawful benefits is 2.5 million UAH, of which:

•   1 million UAH — for transporting conscripts across the border;

•   855 thousand UAH — for influencing the decisions of medical institutions regarding fitness for service;

•   635 thousand UAH — for influencing officials of the Territorial Center for Recruitment and Social Support regarding deferral or exclusion from search.

Illegal transportation abroad

The inevitability of punishment for organizing the illegal transportation of conscripts is key to ensuring the defense capability of the state.

•   Prosecutors of the Odesa Specialized Prosecutor's Office detained a local resident who organized the illegal exit of a conscript abroad for 12,000 USD.

•   Prosecutors of the Western region documented the receipt of 7,000 USD by two citizens for transporting a person "through the green corridor" (outside the checkpoint).

Unlawful benefits in medical institutions and TCRS

Corrupt actions of medical commissions and officials of the TCRS create obstacles to the lawful activities of the Armed Forces of Ukraine.

•   In the Southern region, a citizen received 6,000 USD for influencing the decision on disability determination.

•   In Kropyvnytskyi, the secretary of the Military Medical Commission was exposed for receiving 2,000 USD for processing a deferral.

•   In Bilhorod-Dnistrovskyi — the head of the expert commission and members of the Military Medical Commission, who for 5,100 USD produced documents for disability determination.

Lawyers in schemes

The involvement of lawyers in corruption schemes requires special attention. Using their professional status, they facilitated evasion of service.

•   In Zhytomyr, a lawyer and her son were exposed for promising to influence the TCRS and the Military Medical Commission to declare a person unfit for 8,000 USD.

•   In the Central region, a lawyer, an orthopedic doctor, and their accomplices received 7,500 USD for deferring conscription based on forged documents.

•   There, another lawyer received 7,500 USD for influencing officials of the TCRS and the commander of a military unit for a fictitious conscription.

Exposing facts of unlawful benefits at state enterprises

Facts of abuse of state property are also being documented.

On August 28, 2025, prosecutors of the Specialized Prosecutor's Office in the field of defense of the Office of the Prosecutor General, investigators of the Main Directorate of the National Police in Kyiv, with operational support from the employees of the Main Directorate "D" of the State Bureau of Investigation, exposed the director and chief engineer of a state enterprise who monthly demanded and received payment for renting warehouse premises without signing contracts. The documented amount of unlawful benefits is 63,000 UAH.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
