Saldo's verdict for stealing Ukrainian grain

Prosecutors of the Kherson Regional Prosecutor's Office convicted the "governor" of the Kherson region, under whose leadership Ukrainian grain was exported from the region and passed off as Russian. 

Prosecutors proved in court that in 2022 the convict headed the occupation administration of the Kherson region. In this position, he put pressure on local businesses, facilitated the seizure of enterprises and implemented the russian policy of appropriating Ukrainian assets. 

In October 2022, he ordered subordinate representatives of the occupation authorities to take out grain crops that were stored at the Kherson Bakery Plant PJSC and belonged to Ukrainian entrepreneurs.

In pursuance of this order, in October-November 2022, his subordinates, together with the russian military, illegally transported about 3 thousand tons of ammunition to the left-bank part of the Kherson region by three barges. tons of grain worth almost UAH 15 million.

The court found him guilty of issuing an order for violation of the laws and customs of war and sentenced him to 15 years in prison (Part 1 of Article 438 of the Criminal Code of Ukraine).

The verdict was passed in absentia. The convict will serve his sentence after the actual detention.

This is not the first sentence against the convict. Previously, the courts have twice found him guilty of crimes against the foundations of Ukraine's national security and cooperation with the aggressor state.

On November 8, 2023, he was sentenced to 15 years in prison for high treason, collaboration, and justification of russia's armed aggression against Ukraine.

On April 14, 2026, the court sentenced him to another 15 years in prison for publicly justifying the aggression of the Russian Federation, encroachment on the territorial integrity and inviolability of Ukraine, collaboration, and high treason.

A special pre-trial investigation was carried out by the Main Directorate of the National Police in the Kherson region.

Recall that in March 2026, Prosecutor General Ruslan Kravchenko on his Facebook page announced the exposure of a scheme of fictitious sale of grain for UAH 63 million. Its organizer was an ex-MP and former minister of the Ministry of Agro-Industrial Development of Ukraine.
